To remedy the shortage of powerful shunting locomotives, the Deutsche Bundesbahn procured locomotives of the V 60 class from the mid-1950s onwards. The difference between the V 60 (260) and V 60.1 (261) classes lies in the higher friction load of the BR 261. These locomotives, found at almost all German marshalling yards, reached a maximum speed of 30 km/h in shunting mode and 60 km/h on mainline runs.
As of 1 October 1987, the class designation was changed to 360 and 361 respectively, and the locomotives were downgraded to light locomotives. As a result, they could also be operated by small locomotive operators instead of the better-paid train drivers. The locomotives, which were equipped with radio remote control and automatic shunting couplers from 1988 onwards, became the BR 364 and 365 respectively.
